Protivrečnosti evropske medijske politike

Sažetak


U medijskoj teoriji i praksi vlada široka saglasnost o tome da mediji imaju značajnu ulogu u konstituisanju javnosti, koja se percipira kao društveni i politički prostor u kojem nastaje i deluje javno mnjenje, odnosno u kojem se artikuliše i neguje određeni politički identitet. Istraživački fokus ovog rada je na pitanju: da li evropska medijska politika koherentno, dosledno i celovito sprovodi svoje programe u skladu sa normativnom projekcijom da mediji u demokratskom društvu uživaju status i odgovornost „četvrte vlasti“, odnosno, „kontrolora demokratije“? Cilj rada je da, primenom naučne metodologije, diskutuje usaglašenost između, s jedne strane, proklamovanih normi i načela evropske medijske politike i, s druge, uspešnosti njihove praktične realizacije u funkciji demokratske javnosti, za koju je u znatnoj meri odgovorna. Primenjen je metod kritičke i uporedne analize teorijske građe, a razmatrani su sledeći indikatori: liberalizacija medijskog tržišta, državni protekcionizam, medijski korporativizam, demokratski i medijski pluralizam, javni interes. U radu je markirano nekoliko faktora koji otežavaju koherentnu realizaciju medijske politike u panevropskim okvirima: neefikasnost predviđenih instrumenata za koje su nadležna tela sa manjkom demokratskog legitimiteta; divergentni interesi pojedinačnih aktera u medijskom sektoru i fundamentalne razlike među pojedinim državama članicama u odnosu prema određenim društvenim i ekonomskim funkcijama medija.
