Улога и значај резилијентности за кризни менаџмент - ка реконцептуализацији

Sažetak


Transformacija i multiplikacija savremenih bezbednosnih rizika učinili su urgentnom potrebu za izmenom tradicionalne bezbednosne paradigme. Dodatno, akumulacija destruktivnog potencijala savremenih kriza, njihovo prelivanje na sve sfere javnog i privatnog života, kao i pripadajuća im tendencija ka globalnom dometu rasprostiranja, naročito diskutabilnim čine svrsishodnost i praktičnu upotrebljivost trenutno dominantnih postulata kriznog menadžmenta. U radu se polazi od hipoteze da je neophodno unaprediti postojeći teorijski okvir kriznog menadžmenta, te da bi u pravcu ostvarenja tog cilja fokus teoretičara i istraživača trebalo da bude na rezilijentnosti. Cilj rada jeste ukazati na ulogu i značaj rezilijentnosti za krizni menadžment nudeći brojne mogućnosti praktičnih implikacija, te podstaći na intenzivniju i produbljeniju razradu izvedenih teorijskih i empirijskih zaključaka. U pravcu rekonceptualizacije, nastojaće se odgovoriti na sledeća istraživačka pitanja: Na koji način su koncepti kriznog menadžmenta i rezilijentnosti komplementarni? Na koji način se inkorporiranjem premisa rezilijentnosti u krizni menadžment može postići veći stepen spremnosti i pripravnosti, valjaniji odgovor na savremene krize, te brži i efektivniji oporavak od istih? Naposletku, koje strategije stoje na raspolaganju kriznim menadžerima i koji metodološki alati se sugerišu za merenje dostignutog stepena rezilijentnosti i evaluaciju postignutog progresa u svim fazama upravljanja krizama? Multimetodskim pristupom, uz dominantnu primenu analize sadržaja i komparativne analize relevantne naučne i stručne literature, nastojaće se ostvariti prethodno predočeni cilj rada.
