Sažetak
Аутор истражује погоршање и (предстојећи) колапс глобалног система контроле наоружања, са посебним освртом на потенцијалне полседице које би овај догађа могао да има на европски континент. У том контексту, и процењујући значај преосталих механизама за спречавање потенцијалне трке у наоружању и продубљивање сукоба у Европи, аутор скреће пажњу на "Бечки документ" ОЕБС, које би могло да буде коришћено као средство оживљавања стабилности кроз изградњу поверења у Европи, посебно имајући у виду његову способност прилагођавања и модернизације.
