КУЛТУРА ТАЈНОСТИ У ДИГИТАЛНОМ ДОБУ: ИЗМЕЂУ НУЖНОСТИ, ЗЛОУПОТРЕБЕ И САЈБЕР-БЕЗБЕДНОСТИ
Sažetak
Култура тајности представља институционализовани модел управљања информацијама, који се развијао од античких цивилизација до савремених дигиталних друштава. Историјски гледано, тајност је била оправдана безбедносним и политичким интересима, али се често трансформисала у механизам за концентрацију моћи и ограничавање демократског надзора. У Римском царству, информације су се чувале у формализованим архивама (tabularia), док су кинеске династије Qin и Han развиле сложене бирократске механизме за управљање поверљивим подацима. Савремени модели тајности, попут D-Notice система у Великој Британији, наставили су да институционализују механизме контроле информација. Дигитална трансформација је проширила концепт тајности кроз алгоритме и масовни надзор, омогућавајући нове механизме сакривања и манипулације подацима. Примери попут злоупотребе Pegasus spyware или масовног класификовања јавних уговора показују да технологија не само да олакшава управљање информацијама већ и омогућава суптилније облике тајности. Истовремено, узбуњивачи попут Едвард Сноуден (Edward Snowden) наглашавају рањивост дигиталне приватности, док законски механизми као што је Freedom of Information Act (FOIA) у САД и иницијативе за декласификацију докумената подстичу транспарентност. Овај рад анализира историјски развој културе тајности, њену трансформацију у дигиталном добу и савремене изазове у балансирању између оправдане безбедносне заштите и потребе за транспарентношћу. Посебна пажња се посвећује јавним механизмима контроле, укључујући слободу приступа информацијама, процесе декласификације и улогу узбуњивача у очувању транспарентности као основе демократског друштва.
