ОФАНЗИВНИ РЕАЛИЗАМ И МИНИЛАТЕЛАРИЗАМ НА БАЛКАНУ
Sažetak
Рад анализира појаву нових минилатералних одбрамбених аранжмана на Балкану, са посебним освртом на тиранску и загребачку декларацију из 2025. године. Иако су формално усклађене са евроатлантским документима и реториком, ове иницијативе у суштини представљају реакцију мањих држава на перципирану промену равнотеже моћи у региону и раст утицаја Србије и њених партнера. Теоријски оквир рада заснован је на офанзивном реализму који, у поређењу са либералним институционализмом, пружа убедљивије објашњење зашто државе траже ужа, флексибилнија и бржа безбедносна решења. Емпиријска анализа показује да су тиранска и загребачка декларација функционални инструменти балансирања унутар постојећих савеза, док српска стратегија контрабалансирања представља симетричан одговор на нову структуру претњи. Рад закључује да институције не укидају логику страха и самопомоћи, већ да је минилатерализам постао механизам очувања утицаја и маневарског простора држава у условима анархије и неизвесности међународног система.
