РАСЕД САВРШЕНОГ КРУГА ВЛАДАВИНЕ ЕВРОПСКЕ УНИЈЕ НА ЗАПАДНОМ БАЛКАНУ ДИПЛОМАТИЈОМ ЕВРОПСКОГ ЗЕЛЕНОГ ДОГОВОРА

Sažetak


Предмет овог рада је дипломатија Европског зеленог договора и учинци њеног вођења. на Западном Балкану. Циљ истраживања је утврђивање разлога њених неуспеха у постизању одрживости у региону који подстичу ремећење аутономних локалних процеса достизања одрживог развоја којем теже грађани Западног Балкана. Теоријско-методолошки приступ заснован је на критичком сагледавању досадашњих налаза у литератури о дипломатији Европског зеленог договора, глобалној политици и дипломатији одрживог развоја и проблемима „тројне планетарне кризе”. Релациона дипломатска анализа из перспективе интердисциплинарне парадигме одрживости коришћена је у испитивању одвијања процеса генерисања секторских дипломатија Европске уније од 2016. године у вођење обједињенујуће дипломатије Европског зеленог договора од 2019. године на Западном Балкану. Испољене контрадикторности трансформације односа у постизању одрживог развоја имају корен у системским и управљачким неуравнотеженостима три димензије одрживог развоја дипломатије и политике Европске уније. Резултати истраживања откривају да на Западном Балакну неуспеси дипломатије Европског зеленог договора извиру из његове незаснованости на правима природе и све већег усредсређења на постизање партикуларних геополитичких циљева Европске уније у овом региону. Закључак је да снажне демократске иницијативе грађана региона за одрживи развој на добробит природе и остваривања људског права на чисту, здраву, безбедну и одрживу животну средину могу бити битан подстрек измени дипломатије Европског зеленог договора ка заснивању на истинском помирењу са природом ради изласка из глобалног режима неодрживости достизањем циљева одрживог развоја до 2030. године и климатске неутралности до 2050. године.
