Neki (društveni) aspekti obrazovanja u tranzcionoj Srbiji

Sažetak


U radu se razmatraju promene kroz koje je prolazilo obrazovanje u Srbiji – posebno ono visoko – tokom perioda tranzicije, 1989−2019. godine. Na osnovu izvršene analize, autor predlaže periodizaciju promena u obrazovanju i obrazovnoj politici u tranzicionoj Srbiji. Tokom ovog trodecenijskog tranzicionog perioda jasno se razlikuju, kada je u pitanju visoko školstvo, do bolonjska i bolonjska faza. Ukazuje se na to da je ideološka podloga tranzicione reforme obrazovanja u Srbiji, a posebno njene „bolonjske faze”, neoliberalna, globalistička i antiprosvetiteljska. Svrha obrazovanja je izmenjena, pa su i obrazovne ustanove postale „preduzeća” koja, umesto prosvetiteljske uloge i stvaranja širokoobrazovanih ličnosti, dobijaju funkciju stvaranja profita na obrazovanju i istovremeno obrazuju mlade ljude za zanimanja koja treba da doprinesu porastu BDP-a kao glavnom kriterijumu kurentnosti kvalifikacija radne snage. Izvesno je da je čitav proces kao ishod imao: inflaciju visokoobrazovanih, emigraciju najboljih, ostanak u zemlji osrednjih i slabih stručnjaka, nedostatak kadrova svih vrsta, promociju tehničkih „znanja”, različite oblike „sistemske obrazovne korupcije” i zapostavljanje društveno-humanističkih nauka. Ovo naravno treba posmatrati i kroz prizmu „globalne podele rada”: zemlje periferije ili poluperiferije, poput drugih sirovina, „izvoze” svoje najbolje stručnjake u zemlje centra, i na taj način finansiraju prosperitet bogatih, dok istovremeno ta društva ostaju u stagnirajućem ili čak regresivnom položaju.
