ЈАЧАЊЕ УЛОГЕ ГЕНЕРАЛНЕ СКУПШТИНЕ УЈЕДИЊЕНИХ НАЦИЈА У ПРОЦЕСУ ИЗБОРА ГЕНЕРАЛНОГ СЕКРЕТАРА- ИЗМЕЂУ ПОТРЕБЕ И МОГУЋНОСТИ
Sažetak
У избор генералног секретара Уједињених нација укључена су два органа- Генерална скупштина и Савет безбедности. Услед права вета сталних чланица, недовољне транспарентности изборног процеса и препоруке само једног кандидата, питање избора генералног секретара суштински представља ствар одлуке Савета безбедности. Нека од ових спорних питања су имала смисла у моменту усвајања Повеље УН, али околности 21. века захтевају другачија решења. Многе државе чланице УН, организације цивилног друштва и теоретичари изражавају незадовољство због оваквог стања и указују на потребу активније улоге Генералне скупштине током избора генералног секретара. Формирањем ad hoc радне групе за ревитализацију рада Генералне скупштине проблематика овог изборног процеса је подигнута на виши ниво. Рад има за циљ да покаже постојање потребе за јачањем улоге Генералне скупштине у процесу избора генералног секретара, укаже на могућности путем којих се та улога може ојачати, али и да скрене пажњу на препреке које постоје у погледу овог питања. Дугогодишње активности ad hoc радне групе за ревитализацију рада Генералне скупштине дале су одређене позитивне резултате у погледу активније улоге Генералне скупштине током последњег процеса избора генералног секретара. Рад има за циљ да покаже да постигнути резултати ad hoc групе нису суштински довољни и да најефикасније решење за јачања улоге Генералне скупштине у процесу избора генералног секретара представља ревизија Повеље УН.
