Održivo upravljanje vodnim resursima u regionu Prokletija

Sažetak


Glavni cilj ovog referata je nadogradnja klasičnih ekonomskih analiza izbora optimalnog koncepta razvoja malih hidroelektrana. Tehno ekonomski sistem malih hidroelektrana treba da bude socijalno prihvatljivo i skladno uklopljeno u životnu sredinu rešenje. Parametari zaštite životne sredine i socijalni parametri se kvantifikuju Delfi metodom. Rezultat su Studije uticaja na životnu sredinu projekta i Sociološke studije uticaja. Ekološki i sociološki parametri se inkorporiraju u tehno-ekonomske analize optimalnog koncepta razvoja malih hidroelektrana Elektra metodom, kao mogućim višekriterijumskim modelom operacionih istraživanja. Primer, na kome je razvijena metodologija testirana i dokazana, je sistem optimizacije malih hidroelektrana na malim vodotocima u slivnom području Prokletija. Ekonomska cena i ukupne investicije petnaest mogućih malih hidroelektrana su nadograđene sa kvantifikovanim ekološkim i sociološkim parametrima, u funkciji održivog ekonomskog razvoja regiona Prokletije. Glavni doprinos ovog istraživanja je kvantifikovanje socijalnih parametara i parametara zaštite životne sredine i njihovo istovremeno i ravnopravno uključivanje sa tehno ekonomskim parametrima, u matematički model za donošenje odluka, što omogućava održivost.
