The Developing effective leadership on the example of Sector for Human Resources in Serbian Ministry of Interior

Apstrakt
Jedan od glavnih ciljeva reformi javnog sektora u Republici Srbiji odnosi se na razvoj profesionalnih kapaciteta i stvaranje efektivnog liderstva. Generalno posmatrano, efektivno liderstvo je veoma važno za rad javnog sektora. Osim za funkcionisanje rada javnog sektora, efektivno liderstvo ima značaj i za kvalitet usluga prema građanima i drugim zainteresovanim stranama. Činjenica da se mali broj autora bavi ovom problematikom, bio je jedan od motiva autora ovog rada da ispita interne faktore koji utiču na razvoj efektivnog liderstva. Empirijsko istraživanje sprovedeno je u organizacionim jedinicama Sektora za ljudske resurse MUP-u Republike Srbije u julu 2021 god. na uzorku od 50 ispitanika. Osnovni cillj istraživanja usmeren je na ispitivanje stavova zaposlenih o karateristikama i ponašanju rukovodilaca, koji predstavljaju interne faktore koji utiču na proces razvoja efektivnog liderstva u javnom sektoru. Statističkom obradom podataka identifikovane su dominatne karateristike, kao i stilovi ponašanja rukovodilaca. Pored toga, pronađena je i povezanost između liderskih karateristika i ponašanja. Statistički softver u kojem je vršena obrada podataka i testiranje predloženih hipoteza je IBM SPSS verzija 23. Na osnovu rezultata empirijskog istraživanja, predložene su mere efektivnog razvoja liderstva tokom perioda reforme javnog sektora.
