The Uzbunjivanje kao Mehanizam za borbu protiv državnog zarobljavanja
Slučaj sa Globalnog Juga
Sažetak
Državno zarobljavanje je vrlo problematičan fenomen, sa podrazumevajući praksu dosluha između državnih funkcionera i privatnih lica kako bi se država ponovo izvrsila za sopstvenu korist. Prikrada se u ranjivim državama, onima koje se razvijaju ili prolaze kroz tranziciju. Kada se manifestuje, to dovodi te ugrožene države u krhkost, pretvarajući ih u vozila zbog predrasuda sa negativnim posledicama po građane države. Južnu Afriku je mučilo državno zarobljavanje dok je bila pod vođstvom Džejkoba Zume (2009-2018). Opljačkana su državna preduzeća, izmanipulisani su vladini ugovori, a strukture sa namerom da služe javnom dobru zloupotrebljene su po sopstvenom nahodu. To je došlo do izmaka zbog otkrivanja uzbunjivača, koji su prijavili zloupotrebe strankama koje su bile u stanju da utiču na akciju. Oni su izložili složen sistem dosluha, ističući južnoafričkoj javnosti koliko je država postala sastavljena. Njihovi postupci na kraju su doveli do smene Džejkoba Zume sa sa pozicije predsednika Južne Afrike, što je dovelo do re-demokratizacije Južne Afrike. Ovaj slučaj sa Globalnog Juga je nagovestio da bi upotreba zviždanja kao mehanizma za borbu protiv državnog zarobljavanja vrlo lako mogla da bude efikasna. Stoga, ovaj članak tvrdi da zviždanje treba ohrabriti, širom sveta, kako bi se razotkrili postupci korumpiranih i korumpiranih. Međutim, kada se promoviše upotreba zviždanja kao etičke provere, potrebno je da postoji adekvatna zakonodavna zaštita za zviždače, kao i saradnja države i civilnog društva kada se podržavaju zviždači.
