DIVERSIFIKACIJA INSTRUMENATA ZAŠTITE ŽIVOTNE SREDINE IZ PERSPEKTIVE INTEGRISANOG KREIRANJA POLITIKE

Sažetak


Najteža društvena pitanja koja prelaze granice uspostavljene nadležnosti povezuju nespojive ciljeve ekonomske konkurentnosti, društvenog razvoja i zaštite životne sredine sa konceptom OR. Konvencionalni domen politike zaštite životne sredine ne može sam da ostvari ciljeve zaštite životne sredine i zato svaki domen politike individualnih sektora mora da uzme u obzir i integriše ciljeve zaštite životne sredine da bi se oni uopšte i postigli. U kontekstu ovog istraživanja, sektor energetike je veoma važan zbog načina na koji EU upravlja pitanjima vezanim za energetiku, takođe zbog jasnijih razloga kao sto su smanjenje emisije CO2, ekonomskog značaja i energetske sigurnosti, kao i zbog potencijala RES-E. Nedostatak jasnoće kako je integracija odredbi ili ciljeva zaštite životne sredine transformisala i modifikovala energetsku politiku glavni je razlog za postignute skromne nivoe integrisanog kreiranja politika u energetskom sektoru i u kontekstu ovog istraživanja pokušaj da se razjasni kako integrisano kreiranje politike dodaje vrednost diversifikaciji instrumenata politike zaštite životne sredine i integraciji odredbi ili ciljeva zaštite životne sredine u domenu energetske politike.
