Tri decenije održivog razvoja – nastanak, dominacija, slabosti i perspektiva
Sažetak
Rad za cilj ima kritičko promatranje trodecenijskog koncepta održivog razvoja na nekoliko nivoa, te je u skladu sa tim podeljen u tri celine. Prva je posvećena specifičnostima nastanka ovog pojma u inicijalnom periodu 1983–1992. i prvom razvojnom periodu 1992–2000. godine. Poseban akcenat je na teorijskoj distinkciji i dominaciji koncepta održivog razvoja u odnosu na do tada egzistirajuće forme poput ekološke modernizacije. Drugi deo rada nastavlja identifikaciju razvojnih faza u rasponu Milenijumskih ciljeva 2000–2015. sa centralnim kritičkim fokusom na ostvarenim rezultatima. Treća celina rada obuhvata aktuelnu fazu Ciljeva održivog razvoja (SDG) predviđenih za period 2015–2030, i posebno ukazuje na kvantitativne manjkavosti i nekonzistentnosti u metodologiji evaluacije, kao i merenja ispunjenosti samih ciljeva. Analitička aparatura kvalitativnim i kvantitativnim metodom ukazuje na hronično manjkav set instrumenata održivog razvoja kojima se ekološka komponenta kao prva među jednakima derogira na nivo najmanjeg značaja, što je u suprotnosti sa osnivačkim principima ovog koncepta.
