РЕКАЛИБРАЦИЈА КИНЕСКЕ ВЕЛИКЕ СТРАТЕГИЈЕ ТОКОМ АДМИНИСТРАЦИЈЕ ЏОЗЕФА БАЈДЕНА
Sažetak
У контексту непрекидног успона дипломатске, технолошке, војне, економске и нормативне моћи Кине, и транзиције ка мултиполарности, Вашингтон је проширио своје такмичење и ривалство са Пекингом током администрације Џозефа Бајдена. Поред „царинских ратова“ Доналда Трампа, Бајденово председништво увело је елементе политике „обуздавања 2.0“, надограђене снажним либерално-интернационалистичким дискурсом о потреби очувања „поретка заснованог на правилима“ (енг. rules based order) и наративу „демократија против аутократије“. То је довело до јачања наратива против „ауторитарних држава“, изградње савеза против Руске Федерације и Кине, као и нових формата секуритизације глобализације и оружане употребе глобалног ланца вредности. Пекинг се, стога, суочио са Бајденовом администрацијом у сложеном геополитичком окружењу и морао је да прилагоди своју велику стратегију. Као одговор на поредак заснован на правилима, Кина је предложила „истински мултилатерализам“. Суочена са низом нових „мини-савеза“ у азијско-пацифичком региону, Кина је унапредила своје војне капацитете. Изван региона, Пекинг је тежио проширењу постојећих (Иницијатива „Појас и пут“, Шангајска организација за сарадњу, БРИКС) и нових мултилатералних иницијатива (Глобална иницијатива за развој, Глобална иницијатива за безбедност, Глобална иницијатива за развој). Кина је показала отпорност и стратешку далековидост, док су агилност и кохерентност њене еволутивне велике стратегије омогућиле Пекингу да са спремношћу и самопоуздањем „дочека назад“ Доналда Трампа у Белу кућу, упркос „тешком путу који је пред њом“.
