Trampova spoljna politika - pobeda 'duboke države'

Donald Tramp, autsajder koji je pobedio na američkim predsedničkim izborima uprkos svim predviđanjima, došao je u Belu kuću naizgled rešen da zacrta novi strateški kurs u spoljnoj politici SAD. Njegova suparnica Hilari Klinton bila je svesrdni sledbenik hegemonističkog koncepta 'dominacije kompletnog spektra' i konkretnih opcija zasnovanih na decenijama starim globalističko-liberalnim pretpostavkama. Sa druge strane, kako ovaj članak ističe, Trampova vizija 'Amerike na prvom mestu' pre svega je odbacila doktrinu Amerike kao 'propozicione nacije' zasnovane na apstraktnim 'vrednostima' i ideološkim aksiomima koji je navodno čine izuzetnom, čak nezamenljivom. Iz te ključne premise proistekla je njegova kritika globalnog angažmana SAD, problematizovanje uloge i misije NATO pakta, zalaganje za dijalog i detant sa Rusijom, kao i odbacivanje intervencija u cilju promena režima u dalekim zemljama. Autor članka ističe da je, kao kandidat, Tramp izričito težio da reafirmiše državni razlog kao ideju-vodilju spoljnopolitičkog odlučivanja. Njegova najveća prepreka, međutim, nije bila neprijateljska medijska mašina, već američka 'duboka država' koju čine ključni elementi bezbednosno-obaveštajnih struktura, vojnoindustrijski kompleks i dvostranački duopol u Vašingtonu. Permanentna država, tvrdo rešena da istraje na održavanju američkog globalnog primata, vazda je odbacivala kriterijume realizma u definiciji 'interesa' SAD i 'pretnji' nacionalnoj bezbednosti. Njeni operativci pokazali su se uspešnim u nametanju spoljnopolitičke agende koja je bila u dubokoj suprotnosti sa Trampovim prethodno iznesenim stavovima po svim bitnim svetskim pitanjima. Istovremeno, kao što članak dokumentuje, sam Tramp je - isprva postepeno, a potom sve brže - odstupao od svojih predizbornih obećanja, pritom nastupajući kao da prihvata nametnute stavove. U zaključku autor konstatuje se da nije duboka država SAD toliko odnela prevagu nad Trampom, koliko je on - kao isprva buntovni remetitelj dvostranačkog konsenzusa - pretrpeo neuspeh u pokušaju da promeni zacrtani kurs trajne države.
