Razumijevanje federalne institucionalne arhitekture - dinamika belgijske federacije

Sažetak


Federacije nisu statične, one se stalno modifikuju i prilagođavaju da primaju pritiske, kako spolja tako i iznutra. Stvaranje federalnih struktura je 'stvar konkretnih akcija u određeno vrijeme'. Federalne strukture stvorene su u Belgiji zbog potrebe za suočavanjem sa postojećim sukobima. U Belgiji, federacija je predviđena da olakša unutrašnje tenzije i spriječi bilo kakav potencijal za sukob. Kao što Dešouver napominje, federacija nije rezultat 'namjernog izbora, već postepenog upravljanja sukobima'. Ovaj rad analizira federalni institucionalni dizajn Belgije. On osvjetljava unutrašnju dinamiku koja je utrla put za federalizaciju Belgije. Svrha ovog rada je da razumije glavne karakteristike belgijske federalne arhitekture, kako funkcioniše i kako je evoluirala tokom vremena.
